Hospital Impact

I am looking into transferring my 20+ years as a successful Sales Executive in IT and Fincnace/Accounting Consulting sales to doing business development for Chicago area Hospitals. I have had success in selling complex solutions to some of the organizations and would like to start a career in this space. Is this something that is 1) of interest to CEO's and 2) any suggestions for building a compelling cover letter to CEO's?

Unfortunately, I'd say that most hospitals right now are not hiring, freezing vacant positions, and/or laying off others. While business development is a key function in hospitals, the troubled hospitals will be less concerned about growth and more concerned about cutting costs and getting back to the black.
